It is imperative that the children are placed within homes in which they will have sufficient adult supervision and care. We do not believe putting the children under your care is best for them, given you are only still a young teenager yourself and the trials that you have faced in the outside world. We believe it is best for you to stay with your sister, for her to look after you and to help you adjust to life in Elysium, and for the children to be placed elsewhere.
It would be too much of a burden, and an unfair burden at that, to ask your sister to raise three children on top of watching over you. She, too, is very young and is not prepared for raising children.
We are very sorry to inform you of this, but we believe it is best for everyone involved.
